EPA Compliant Secondary Containment for Bottles and Containers fall under regulation 40 CFR 264.175, Small/Portable Secondary Containment (Use and Management of Containers, 40 CFR 264.175), which covers portable hazardous waste storage containers. In order to qualify as EPA compliant, a secondary container must contain 110% of the volume of the bottle or container inside it. If you have a 5 liter bottle, your secondary container must hold 5.5 or more Liters of fluid in order to be compliant.
